Several improvements have been suggested for improving the reference implementation: - integrate tia2ft's (bug #1352) ft_put_hdr ad ft_put_dat into libbuffer, - add a helper function that starts a *threaded* server, - add an option to stop the buffer (bug #748) - create a single header file to include in programs compiled with libbuffer.

I changed a bunch of bugs that were assigned to fieldtrip-bugs from ASSIGNED into NEW, since nobody is now explicitly working on them.

[bug1395-buffer b57458fa8] initial attempt to reorganize the buffer reference implementation by renaming source code files and making function names more consistent. The buffer itself still compiles, but compilation of other applications shoudl be further tested. 36 files changed, 391 insertions(+), 381 deletions(-)
