NeuralEnsemble is a community-based initiative to promote and co-ordinate open-source software development in neuroscience.
it lists about 10 projects and apparently has its own file format at http://www.neuralensemble.org/neo/
I don't know whether it is python only. We might want to check it out in more detail and see what we can learn from them or how we can contribute.
