the output source.freq is only the lower bound of the frequency range, suggesting that not the whole range was selected.

I wrote a test script, which works fine. So averaging over a frequency range is available. I suspect the error was due to not exactly specifying it correctly. It should be cfg.foilim = [lo hi] See https://github.com/fieldtrip/fieldtrip/blob/master/test/test_bug3124.m
