as discussed today, timreq+mintimreq (and memreq+minmemreq) provide the desired control over the job characteristics. They allow the specification in case of a lot of variance in the jobs (small difference between timreq and mintimreq), but also if the job details are unknown (timreq is set to some value, mintimreq to zero).
