this is convenient for EDA and other slowly varying data. Rather than using resample, this should support taking the mean and median over a small block of samples.

[bug3395-decimate 5fcbfd3] ENH - implemented decimation using MATLAB function, and block-wise mean and median as desimation strategies. I noticed a bug in the way that the resampled time axis is constructed: it is shifted.
